A Ministerial decision has been made that the A55 Junctions 14/15 and 16/16A Improvements Schemes will be included in the ongoing review of road schemes in Wales. As a result the Public Local Inquiry for the A55 Junction 14/15 and 16/16A Improvements Schemes, which was due to start on the 21 September 2021, has been postponed until further notice. A copy of the statement can be viewed in the latest announcements.

The Ministerial statement says:

On the 22nd of June 2021, I announced a freeze on new road building projects, whilst a review of highway schemes across Wales was carried out.

Given the current status of the junction improvement schemes at junctions 14/15 and 16/16A of the A55, I have decided that the Public Local Inquiry into the schemes that was scheduled to commence on Tuesday 21 September 2021, should be postponed until further notice so that the schemes can form part of the Welsh Government Roads Review. This decision has been made following advice from officials and the complexities that could have arisen as a result.

I apologise for any inconvenience caused by the postponement of the Public Local Inquiry and for the delay in providing this notification.

The Ministerial decision in respect of the recommendations of the Welsh Government Roads Review will be published in due course. The Roads Review Panel have been requested to provide their view on this project as a priority after the appraisal criteria is agreed around the 3 month milestone. I am grateful to all parties who have been involved in the statutory inquiry process to date for their co-operation.

These websites will include information about the Pre-Inquiry Meeting, key deadlines for objectors, copies of junction specific correspondence and other documents related to the Public Local Inquiry, plus other news and updates. The websites will also host a live stream of both the Pre-Inquiry Meeting and the Public Local Inquiry. Due to GDPR this will not be recorded.

Subject to COVID-19 and venue restrictions, provision will also be made locally for people to join the meeting (at the Town Hall, Village Road, Llanfairfechan LL33 0AB and Maen Alaw, Bangor Road, Penmaenmawr LL34 6LE) where they are unable to join by Teams or phone. It should be noted that the purpose of this meeting is not to hear any evidence but to help the Inspector and all interested parties to prepare for the Inquiry. The Inspector will also set out how and when evidence is to be prepared and presented by all parties. The Inspector will outline how the Inquiry will be conducted and the procedures to be followed.

A Pre-Inquiry meeting will be held to consider what may be done to ensure that the Inquiry is conducted efficiently and expeditiously. Details of the Pre-Inquiry meeting have recently been published by the Welsh Government. The Notice, which includes details how you can join the meeting, can be viewed here.

The following draft Line and Slip Road Orders and draft Side Road Orders for the construction works associated with the A55 Junctions 15 & 16 Improvements project were published at the same time as the Environmental Statement on 23 March 2021. They are accompanied by an Explanatory Statement.

A set of draft Orders and Environmental Statements will be published for both the Junctions 14/15 and Junctions 16/16A schemes.

Once published, you will be able to view copies free of charge during the objection period either online (via the document library or Welsh Government project websites for Junction 14/15 and Junctions 16/16A) or by visiting one of the following premises.
