The Proposed Scheme

The Scheme proposes to remove the roundabout at Junction 16, near to Penamaenmawr and Dwygyfylchi, replacing it with a grade-separated junction at Junction 16A and a new link road connection to Junction 16 where the westbound slip roads would be retained.

Proposed Scheme Active Travel and NMU Improvements

The scheme proposals incorporate Active Travel and Non-Motorised Improvements which start on the eastern edge of Penmaenmawr and run along Conway Road to Junction 16. The improvements then extend along the length of the proposed link road to the northern side of Dwygyfylchi at J16A and connect into National Cycle Route NCNR5 and Dwygyfylchi at the eastern end.

18. New public open space to mitigate loss of amenity area.
19. Fenced area with stormwater attenuation pond and other link road infrastructure.
20. Trees and shrubs to screen views of the link road and A55 Trunk Road from the south.
21. Existing footpath (formerly Old Bangor Fields Road) to tie in with new shared foot/cycleway along south side of link road.
22. Proposed Glan-yr-Afon Road widening and shared foot/cycleway on western side of road, ties in with the existing footpath (formerly Old Bangor Fields Road).
23. Furthest extent of improvements on Glan-yr-Afon Road.
24. Relocated cattle grid with a gated bypass for non-vehicular users. Bus stop to be relocated.
25. Maintenance layby.
26. Proposed link road crossing at Glan-yr-Afon Road to provide access to foot/cycleway route to the NCNR5 and beach using the new bridge over the A55 Trunk Road.
27. Link road rises on raised embankments as it approaches the new overbridge at Junction 16A. Planting of trees and shrubs around the junction screens views to the south.
28. Proposed crossing of the westbound on slip road for non-vehicular users.
29. Proposed overbridge at Junction 16A.
30. Relocated access to the DCWW sewage treatment works.
31. Proposed crossing of the eastbound off slip road for non-vehicular users.
32. Existing National Cycle Network Route 5 (NCNR5) and Wales Coast Path realigned at Junction 16A to accommodate new slip roads.
33. Access to maintenance layby from sliproad.

Junction 16/16A Next Steps

Winter 2020/2021 Publication of draft Orders and the Environmental Statement

These will set out the land that would be required to build the Scheme and the environmental mitigation work that would be involved. It would detail local accesses and provision of Private Means of Access. You will then have the opportunity to formally object or support the Scheme or suggest an alternative.

Summer 2021 Potential Public Inquiry

If a Public Inquiry is required, an independent Inspector would hear evidence, in front of the public, from interested parties and stakeholders. The Inspector would make a recommendation to the Welsh Ministers on how to proceed.

Autumn 2021 Welsh Ministers decision to make the Orders

The Welsh Ministers would decide whether to make Orders and to go ahead with the construction of the project.

Autumn 2021 Appoint Design & Build (D&B) contractor subject to Welsh Ministers decision

Subject to the decision to proceed with the Scheme, the Contractor who will undertake the detailed design and build would be appointed by the Welsh Government.

Winter 2021/2022 Commence construction on site

Works to build the new junction 16 and other associated improvements would start.

Autumn 2023 junction 16 improvements open

The completed junction 16 improvement scheme at Penmaenmawr and Dwygyfylchi would open.
